[ARC5] Pantograph machine?

Outside of the technical analysis of the picture, I suspect it might be 
a publicity shot.  The young lady has no hair net or bandana, nor is she 
wearing safety glasses.   If the time frame is indeed 1942, perhaps it 
is early enough that safety precautions were not fully implemented.   
Or,  if nothing is rotating, perhaps the safety requirements were not 
needed.  The government took many war production shots to spur on the 
civilian effort.  Many were staged to ease the photography.
