If I had to guess, I'd say it looks vaguely reminiscent of a manual 
collet closer - the kind with a handwheel and drawbar tube coming from 
the other end of the spindle. It would be for a good size lathe, 
though.  Might be a lens mount of some sort, too.

I think that's just part of the pantograph.  You can see a double V-way 
with an adjustable mating pivot to permit different size letters to be made.
