I think it is becoming more common to put heavy ground pin on top. Holds plug more securely? Also, if plug becomes just slightly loose, voltage is not
as exposed to body parts and stray metal.

As a (past) working electrician, I always was told to and did mount them with
the ground-pin on the bottom. The idea being that most cords, due to their
weight and other factors, always "droop" down, and if they come out, one
wants the ground to be the LAST thing disconnected.
