This connector provides for B+ transfer when used with a transmitter.
In the type 12 sets, the receiver dynamotor also powers the
transmitter(s). B+ from the dynamotor goes to pin A, B+ returns
from the T-R relay in the transmitter(s)and goes to pin E.
B+ is removed from the entire receiver in transmit.
If the receiver is not used with an associated transmitter, there
is a jumper installed, plus a cap on the connector.
This connector also has LV, Tel, and Ground, but the system
wiring diagrams in the manual do not show that they are used.

Loctal tubes were a step between octal and miniature tubes.
Once miniature tubes caught on loctals became obsolete and were no longer
produced.
If there was a need to secure the miniature tube in a socket they used
shields or some
sort of clamp. But usually shields.

Miniatures were already out as a full set for battery radios in answer to
Sylvanias 1Lnn series Loktals. The handwriting was already on the wall by
the time the 6V Loktals arrived in force in 39 and the 14 series which were
mostly 12V octal equivalents, for AC/DC sets in 1940.
The actual reason for Loktals was a push to Sylvania by Philco, Zenith, and
a couple of smaller OEM's to not have to use anything developed by RCA. It
was the result of a long term animosity going back to the 20's.
