It clearly depends on the stores. I suspect that one or both Ace and
True-Value are essentially wholesaly 'buying clubs' for hardeware and
similar stuff. Kinda like Rexall 50 odd years ago.

For a membership fee (?) they get to use the trademark, benefit from
national advertizing, and get the large quantity discount. But many (all
?) the stores are individually/locally owned.

That would account for differing inventories.

It is also possible the stored rent shelf space to suppliers, like Sharon
for nuts/bolts/washers/small doohickies. Those operations have salesmen
that show up periodically and restock the drawers.
