Carbon tet was the liquid in "pyro-bombs", the red glass globe fire extinguishers. These where fairly commonly used in flammable liquid storage vaults. They would hang them at the ceiling via fusible links that would melt at 140-degrees.
In these small areas the produced phosgene was a issue.
