[ARC5] Reforming Electrolytics

There were 3 releases between 1999 and 2008 and I doubt any had to do with 
vacuum tube equipment.
It makes you wonder what they need to do this for since component level 
repairs are long gone in the military except at depot level or back to the 
factory and Id hope they arent using obsolete parts.
