[ARC5] NOS Electrolytics

I'd set the supply to current limit at 20 mA. On first powering up the
supply went into limit at about 10 VDC.  I then cut the current to 4 mA
and left it over night. By the am, the voltage was up to 100 VDC and the
current <1 mA and still falling.

I've not measured the ESR or C as yet.
