Hello Ken,
I know the feeling - I have a similar neon with one lead broken off at the
glass bead.
If you allow 500 mW to 1 W output across 7000 Ohm, the input Voltage to the
transformer would be 84 V max. That would be very loud in headphones. So, I
would use any low-power neon tube that fired at about 65 V (= 0.6 W audio
level). I suspect that any mains indicator neon lamp would do the job.
