You might try removing the old, dried out original grease first.
Use something called P-B Blaster, which can be found at auto parts stores. DO NOT "hose" the gears; spray the stuff into a cotton swab and gently wash out and wipe out the old stuff. Re-lubricate with a light grease.
An excellent product is a lubricant made for model train use, by Labelle Industries, called No. 102 Gear Oil. It is viscous, so it'll stay put; and it's synthetic, so it won't attack anything in the LM or BC-221. You can find this Labelle oil in a hobby shop. It also has a syringe-type applicator tip, so you can get into a tight place easily.

May not be very helpful but last year I removed the dryed grease from a National PW gearbox and got it sqeeky clean with solvents.
The gear box moved freely but was slightly rough
Then I added a good grade of synthetic grease, not too much and the feel of the gear box was surprising better. I'd say add a little grease. If you don't like it it can be removed

I routinely use Tri-Flow bicycle lube for that sort of stuff.
