Yup.  C103 is the old top hat tantalum design - 60uF.  You can pretty 
much count on it being bad.  I haven't had any problems with the other 
four caps in the inverter, but they are all smaller in capacitance...3uF 
or less.  Google and others have a free book scan of the manual, just 
put in "TM 11-5826-220-35" as the search criterion.  It's a great unit 
for saving your NOS receiver dynamotors from running failures.
