You really don't need to switch between two volume controls.
 
Simply open the RF Gain pot ground on transmit, and add a fixed resistor between ground and the low end of the control.  Short this out on receive.
 
Using a pot to determine the value of the fixed resistor would make things easy.

Hi John,

What you are doing with the "TX sensitivity" pot should work perfectly 
in conjunction with the grounded receiver antenna terminal. I have used 
it before and will be using it again. I sorely miss full break-in QSK 
and I mean to get it back.
