[ARC5] BC-221 frequency meter

Thanks for all the helpful info. The Xtal was working before. The BC-221AK
after the revuild emits a signal as well as picks up my transmitter when
keyed into a dummy load.
I have attempted to dial in the cal points and I no longer receive a
signal. I will go looking at the resistors in the B+ circuit and replace
any that are open or out of tolerance.
