Hello Don,
When road muck gets trapped in snow, you have a mildly conductive ground 
plane (connected to Earth via your downpipes) not too far from the antenna. 
If you have a high VSWR, there is a possibility of arcing between the high 
Voltage points and the unintended ground-plane. Also, you won't get much 
radiation - in or out - through that pesky ground-plane.
