Like a number of other areas we get into, it's a subject that seems to 
generate more heat than light.  A couple of now SK Navy friends of mine 
who were on BBs told me they were used in the float planes that were 
carried on the stern of the battleship.  There was something about the 
number of shipboard radio receivers typically available to guard those 
lower frequencies, but I have no documentation to prove it.  It would 
also explain the low number of sets ordered.  It seems as reasonable as 
any of the other explanations I've heard.  I would note that the ATC and 
ATD also had capabilities in those frequencies, so the ARC-5 wasn't alone.
