It probably wasn't mine, since I have not yet been able to get a workable

It is very difficult, although not impossible during the day. Try at night. You 
should be able to hear quite a few from your location.

It does. In fact, if your R-23 is up to snuff, the sensitivity on CW is below 1

The stations are communicating between one another using various modes. 
It turns out that 600 meters is especially valuable for EMCOMMS work due to 
its unusual (to us) propagation conditions and reliability.
