In regards to things in the "Public Domain" there are some sellers of manuals on ebay who have asserted a copyright for such information and made it stick, at least with ebay.  If anyone else tries to sell the same stuff on ebay they claim it is theirs and so inform ebay, which believes them and shuts down the other sellers. And I am talking about even PDF copies, not ones laboriously scanned, printed out, and bound for sale by a true entrepreneur.

I am told that one seller, I think in Australia, even asserted rights to a WWII manual on the Focke Wulf FW-190 and managed to get ebay to support him. 

The only way to handle such people is to refuse to do business with them.
