[ARC5] ARC-2 manual

 Why do we have to pay for access to documents that the tax payer paid for 70 years ago and should
be in public domain? Surely there is a source. Or someone can scan and send a copy of the schematic.
  When looking over the sources for continuing education sources for my PE renewal, I found that many
of the "Engineering" sources were in the public domain, however get a certificate you had to use a service
to take a 5 question multiple choice exam and pay for out the nose.   
  Most of the documents at one source was mostly military training manuals on electronics which is in 
the public domain.
