In my (not so humble) opinion, IF regeneration is a "kludge" that is only really 
useful in simple receivers in which no other method can reasonably be used. 
I would never try it in such a complex receiver as the ARC-2.

In my experience, if ANY adjustment does not show ANY result, there is 
something ELSE associated with the circuit that is not to spec.

I was going to suggest the same thing.

It might. Also, as I suggested yesterday, moving the cap from the "top" to the 
"bottom" might make a big difference.
