If your high voltage power supply is "stiff" and the 40 mtr transmitter
drifts much, there's a problem.  Have you restuffed or replaced the
bathtub cap on the back chassis skirt?
What's your oscillator voltage like- does it "drift" lower or higher during 
key-down?
Sub the 1625s and the 1626 with known good or NOS.
A little gas or grid emission in any of these three will cause such 
problems.

Important- do you have a common and Lo-Z ground buss between all the
different pieces of equipment, including the antenna switch and
control boxes?
All my mounting structures have a "ground plane" of aluminum tape
running across each member and all the equipment is grounded to it.
Makes a huge difference in system performance.
