I think that's accomplished by the CW switch: turning the BFO on also
drops the screen voltage of the RF amp, 1st and 2nd IF amps from
some 85 v to 40 v. There's a huge reduction in IF signal level when the
CW switch is moved to "on". 

Anyway, you are right: BFO voltage has to be much greater then signal
voltage.
