John,
C-62 is for neutralization. It is actually a positive FB path which is
opposite in phase to the grid-plate capacitance. In the ARC-5 design the
grid-plate capacitance is nicely minimized via good layout so a small fixed
neutralization cap is all that is necessary.
I don't know how HV is applied in multi-transmitter setups. Can't help you
there.
