The whole thing is called an optical encoder or optical shaft encoder. It
is made up of:
the shaft, bearings, and interrupter wheel.
a pair of photo-interrupters
sometimes logic level converters
a flip-flop if the unit has up/down and pulse outputs, rather than
two-phase outputs.
Older ones used a pair of grain-of-wheat lamps, which do burn out, and can
often be replaced.
