Yep, which explains why my APR-4Y lacks a power supply section entirely.  Someone took the original 400 HZ one out to replace with a 60 HZ one and then could not find a round tuit. 

Thus far, I have managed to replace that empty spot with a piece of aluminum plate, and buy a manual so I can figure out what to do next.  Oh, and I discovered that two of the pins on the original connector will take a standard two prong AC plug very nicely, which is how I will connect up the AC.
