[ARC5] FCC General exam

There is talk of bringing VLF navigation back as a supplement to GPS.  The
problem with GPS is its inability to operate well within buildings, parking
structures, etc.  How many times have you driven out of a parking structure
and had to wait for several minutes before satellites were found?   That
drives me nuts went I'm just getting going with a rental car.  There are
commercial apps for in-building location identification as well if better
than 100' could be achieved.
