I learned long ago to "never say never" when it comes to
this stuff; there was a lot of  "off the reservation" innovation.
I will say that, while there is plenty of documentation (including
a photo I remember seeing once) of the Spot Tuner being
used with ART-13, I've never seen any indication it was
ever used as an "ARR-2."  But again- never say never.
