[ARC5] LCR meter - question in support of mil surplus restoration....

I have a question -  Al the LC|LCR meters I am seeing on Ebay, and 
Amazon are > 100.00 but oll onl measure down to 20uH  3 digit precession 
or 200UH 5 digit precession.  I see one als on Ebay that looks like a 
hand made kit but goes to : 0.001uH which is better than any thing else 
I have seen.  model is*:* LC200A*

Any thoughts ?
