  Hello Tom,
  John refers to the BC-221; this is the instrument used to set the
  operating frequency of the command sets.
  The operating frequency would be given in "orders for the day" (or
  similar), and the "gear" set on frequency in the early hours of the
  day - by a tech.
  The BC-221 was battery operated and dragged around on some sort of a
  trolley.

  You'll find a circuit of the BC-221 easily.
  The instrument is a hetrodyne frequency meter - a tech sets the BC-221
  to the desired frequency using the calibration handbook  (in the front
  of the instrument).
  Using head-phones, the tech would listen to the 'beat' between the
  BC-221 meter, and the transmitter.

  I've owned several '221s - they are a lovely instrument from that era.
  - Simple but elegant.
  I still own 2 - gave the rest away to operators who use gear from this
  period.  
  John also mentions the "LM".  This is a variant of the BC-221, in
  other words a frequency meter, but UK (I think).
  I've only seen one or two LMs.  One (a rusted hulk) was bought for
  restoration.

  Collecting (and operating) these sets is a wonderful interest.
