No, there is nothing that causes a T-47A/ART-13 (and similar)
to go into TUNE mode except local operation of the
CALIBRATE-TUNE-OPERATE switch.  Even had there been such a
process, it would have not usefully reduced the received signal.

When in TUNE, there are no voltages removed in the transmitter.
Only the screen voltage of the 813 PA stage is lowered to reduce
stress on the tube during transmitter tune-up.  There was no
procedure for the operator to place the transmitter in TUNE
while using the NORMAL-MONITOR switch to net the AN/ARR-11
(BC-348-*).  At best, the received signal would have been
reduced well less than 10 dB...not worth bothering to get!

Transmitter tune-up operations would have been rather rare,
but receiver netting would have been required with *every*
change of the auto-tuned transmitter's channel of operation.
