[ARC5] Whistle Stop Tiuning

Not without non-standard wiring and modifications to the receiver rack.  A 
relay or relays in the receiver rack (one per receiver) disconnects the 
receiver audio output from the audio buss and connects the buss to the side tone 
line.  What's on the side tone line depends upon whether the transmitter 
mode switch is on Voice or on CW or Tone.
