Command in this case means pilots receiving direction from formation leaders and from air traffic facilities. In other words, from not far away, from maybe a hundred feet to maybe 20 miles.

Liaison is long range communication, such as bombers reporting back to their command center and possibly receiving commands back, such as to abort the mission due to bad weather over the target.

Of course, fighters used the Command sets (including SCR-522) for liaison as well. In Europe they used to station fighters over the English Channel to relay communications back to bases Great Britain from fighters on missions much further to the east.

I was just thinking that in addition to David's list of sets to emphasize it sure would be nice to have a description of which aircraft had which equipment and how it was used. Of course this varied somewhat with the theater of war.
