I have no doubt that in some parts of the world you're correct,
even though I live a mile or so from Takapuna Beach and don't
see any sign of corrosion on cars etc in streets near the beach
unless they are so close (eg. out on the boat ramp parking area)
that they have sea spray blown over them.

But the phrasing, as noted by others on this group, is curious:

"a serious impediment to good communications."

meaning that the problem adversely affects communications,
rather than causing a deterioration in the serviceability of comms
equipment. If the latter is what they meant, they certainly didn't
say it right.
