Ken,

If you can adjust that generator to sweep around the IF frequency with a
width of 10kHz to 50kHz sweep width, you probably have what the original
designers did, and that should be all you need.

If you can FM modulate the 8640A (I don't have one) that should work also.

Frankly, a VNA or SA/TG are both overkill. Also, they are most useful in
50 Ohm systems.
