I haven't used this on blue insulation, Ken,
but I have used it very successfully on many things.
Go to Wally World, back to the shoe section.
Look where they keep the polish for a big, red tube of "SHOE GOO."
About $4 a tube.  It's a clear glue that's used to repair and fill gaps in 
shoes,
but I think you could glue a battleship together with this stuff.
It's good for a host of uses.  I always keep a tube around.
I'd bet coffee and donuts it will work.  Won't glue ABS plastics but
just about everything else.  Also fills gaps and cures quickly.
