My understanding is that USAF chow halls uses ground beef for their version of SOS and USN uses the "chipped" spicy dried thin-sliced beef which is definitely more costly! 
 
My mother used the latter and I have HATED it since Day One! 
 
BTW, the "shingle" is a slice of toast.
