The -9A has digitally settable timing circuits. No counting pips. I think
you just crank a cursor until it is on the slave.
It LOOKS like the power supply, receiver, and some other things are stock
-9. The timing circuits are completely different and have >30 2C51W twin
triodes.

I'd guess they are set up as flip-flops or more probably ring counters,
but I don't know. There is also a comple arrangement of gears, switches,
and Veeder-Root counters.
