I think I understand better...there was a need for separate frequencies
for each formation...not each student.  I misunderstood.

Still...how was such training conducted before command sets with a
channel for each formation became available?

(My orders to Pensacola got canceled...I got forced into Rickover's
navy because of my EE degree.)
