I wrote some notes on tuning cable fabrication at 
http://aafradio.org/garajmahal/flex_drive_cables.html that may be 
helpful, Richard.  The outer sheath does usually have a bit of slack to 
stretch or compress, but it sounds like you've extended yours as much as 
they can be stretched.  I've seen some of these cables with a vinyl 
outer sheath that restricts the outer casing compressibility - don't 
know if that describes yours.
