I've had a photo of the front and interior at 
http://aafradio.org/flightdeck/arc5-2.htm for years, John.  Not much to 
it.  I wouldn't try overanalyzing the manual description too much - it's 
sort of a mashup of the theoretical and the practical without saying 
which is which.  Its particular design requirements demanded that it be 
configured such that you could leave it in the antenna circuit while 
automatically supporting two different MF transmitters and yet also have 
HF transmitters attached to the same antenna (only one transmitter could 
transmit at any one time, of course).  That complicates the circuitry 
somewhat.  Bottom line is that it's simply a series inductance for uses 
in those situations where it might provide some help.  The aircraft's 
particular antenna configuration would dictate whether it would actually 
provide much assistance in loading the transmitter(s).
