There was an article in some ham magazine way back then which detailed an SSB exciter 
built around a BC-453. I suspect that is what that thing is. I told the seller so a few days ago.

I am not sure, but I don't think that particular one was ever finished.

I have never seen that particular article: I was told about it by someone who knew. It may 
have even been in a GE Ham News, or some such magazine like it. RCA Ham Tips, maybe. 
The designer, as I remember it, had a W2 call.
