In the early 1960s we used ARC-3s with AC power supplies as VHF ground
radios at Edwards AFB. It's my understanding the AF was not allowed at
the time to buy any new VHF equipment, as a way of forcing the military
transition from VHF to UHF. We had a large requirement for VHF radio
because of the number of contractors flying into and out of that base,
as well as for test programs. We also had some aircraft equipped
with ARC-3s when they had to fly to Europe and negotiate the European
air traffic control system.
