That is the C-451/ARC-21 master control panel for the RT-128A/ARC-21
HF AM/CW set. A C-455/ARC-21 slave control panel also exists to
provides pilot selection of channels that have been programmed on
the C-451. (That's similar to the control philosophy of the USN's
RT-311/ARC-38. That uses a C-1398/ARC-38 master control panel at
the radio operator's position, and a C-1399/ARC-38 slave control
panel for pilot selection of channels that have been programmed on
the C-1398.)
The AN/ARC-21 covers 2 to 24 MHz in 0.5 kHz increments, set by pins
on the C-451 channel memory drum.
The AN/ARC-8 would likely have served as backup to the AN/ARC-21.
