	I think the 400 V rating applies to much later sets. In my
experience, the earlier sets had a much lower rating. Series 12 were
clearly marked as having a 400 V rating - but few of their
predecessors had.

C-10 is rated at 400 VDC: this one is shorting out at 24 VDC after a
few 
minutes of warming up.

I guess after one reaches and passes 70 years old, some weaknesses 
appear. :-)
