I'm pretty sure it was John Wayne who fixed the torpedo problem....

"There was at one time a torpedo factory on the Potomac waterfront in
Alexandria, VA"

That factory was not allowed to be brought on line in WWII until the RI 
delegation was satisfied that the RI factory was fully manned and equipped.

German electric torpedoes were captured when they washed up on the beach and 
were given to the RI torpedo factory to copy.  After no action after some 
months the Navy got Westinghouse to do the job.
