Well, I've found some very usable and inexpensive tools at the local 
Harbor Freight store.  That said, I fully respect and agree with some 
who have noted the quality of Chinese, etc. tools.  If one looks 
carefully at what they (Harbor) have, one can find some good ones.  I 
have occasionally found dikes and pliers that the blades actually mesh 
correctly and that the tips don't snap off the first time one cuts or 
bends heavy wire (I'm not talking steel, here). The Harbor Freight 
"high-end" digital VOM is arguably the best buy around ($20!) and, if 
you look around carefully, you'll find it under any number of names at 
other sources, e.g. Sears, Home Despot, et al. at $40 -$75.  Its every 
bit as good as a Fluke I have.    On the other hand, used sources may be 
the mother lode.  Our CAP wing used to get tons (almost) of used, 
turn-ins a local AF base supply. Although these tools were destined for 
the trash bin, I have amassed some very high quality and specialized 
tools over the years in entirely usable condition.  Yes, many of these 
tools failed certification(s) but I don't have that requirement. Things 
like crimping tools and inserts, safety wire pliers, some as-new 
soldering irons, and the like.  Sometimes I've had to make 
one-out-of-two, but who cares.
