Ken,

        I have had capacitors act like you describe. With the fact that
the capacitor has as you say been badly treated look at the following.
The shaft wiper, the small insulator balls hold the stator, and the end
play adjustment. If the wiper has corrosion it could cause all types of
weird things to happen. The end play can cause the capacitance to change,
this may be the cause of the wobble. As for the small insulators, I have
had then become some what conductive and cause issues. just may 2 and 1/2
cents worth.
