My reading of the OP is what's written.
It's apparently a question on a ham test, and is looking for a straight
forward answer, not a massive redesign.
I very much doubt that the FCC cares at all about a "power wasting"
solution, especially since it is only to limit audio peaks. The EPA,
perhaps. They are concerned with fairly clean signals and interferance
with other services.
