Nick, I think you have identified the source of the problem.

I just tried and I also can *not* access the pdfs using Internet Explorer 9.

I quit using IE-anything a couple of years ago for similar mysterious 
issues.  Now I use
Google Chrome as my browser...not perfect, but it's a lot better than IE9.

So, these files download perfectly with Google Chrome and other browsers, 
but not at all
with Internet Explorer, on my Win Vista laptop.
