It's a Navy VLF Frequency and Time Receiver.

On the top of the eBay unit there is a table (which I missed at first
glance, my bad):

14.8  NAA
15.5  NSS
17.4  NDT
18.6  NPG
19.8  NPM

Put 'NSS' into Nick England's site (URL above).

I don't think the eBay unit does frequency, BTW.
