[ARC5] What does this go to?

  I have no idea. date stamp was 1957 well after WWII.
Also there is a load of power resistors and very unusual relay that suggest that it has some sort of 
electromechanical regulator that drops adjust input voltage to obtain correct output. I am just guessing.
That would explain the somewhat lower input voltage that allows for a drop from 24,26 or 28 volts or what
ever is available at the time.
